You say it will be forbidden to a citizen of the United States to enlist In this country for service under a foreign Government. but if an Italian recruiting office is opened in this country. or it a Russian recruiting office is opened. In this country. the recruiting officers of those countries will claim the men born in their countries. although they have been naturalized as American citizens. Would it not be well to take time to draft the bill in such a wny as to avoid that difficulty. because the United States Government and the Russian Government. and the United States Government and the Italian Governnent. have never been able to agree with regard to a naturalization treaty. and the question of double citizenship might arise?
