President. I regard it unfortunate that this bill should have been taken up and a vote forced under existing conditions. Here is an amendment that certainly very gravely affects our treaty rights and very seriously concerns that part of the country which has been threatened with an immigration invasionfrom certain countriesfrom one country in particular. which I will not name in open debate. There is a serious difference of opinion among Senators as to the correct construction of the language of that amendment. There ought to be sufficient time allowed before a vote is taken. so that all Members may have the opportunity tocarefully analyze the language.
