At the risk of being wearisome. I repeat. the new legislation is that proposed In the House bill. That does change the situation. but it is not on the statute book. It never has been on the statute book. and it was embodied In this bill for the first time. It was in the bill when It was vetoed. It had passed both Houses of Congress. . It is In the bill again today and has been i stricken out. The provision there about persons not capable of naturalization has been stricken out of the bill for the reasons which I have tried to explain.
