In the first place. it would almost be a dead letter to exclude Africa. because there is no immigration now coming from there. and. in the next place. becaise there would have to be a considerable number of exceptions if the line were extended to include Africa. A reference to. the statistics will show that perhaps for the last 45 or 50 years the number of Africans coming into this country has been practically negligible. I say the statistics will show that. but it is perfectly within the powers of the Senate to run the lines faither on. to make them continuous. if the Senate sees fit to say that no immigrants of African descent shall come to our shores.
