Mr. Speaker. I voted for the House bill. I have been in full sympathy with those who desire legislation upon this subject at this session. and have done what I could to bring it about. But. Mr. Speaker. I can not vote for this conference report chiefly because of one provision in the bill which reads as follows. as to excluded classes: Citizens or subjects of any country that issues penal certificates or ceri ificates of character who do not produce to the immigration officials such a certificate. That means. Mr. Speaker. that this country. for tie first thue in its history. is willing by this legislation to say to the world that in addition to the classes that we propose to exclude we Will let them say what others shall be excluded as well from admission into the United States.
