Mr. Speaker. what has just trmnspired illustrates the aibsurdity of attempting to discuss a bill of this importance in three minutes. Altogether only 40 minutes of debate is to be allowed oil this bill. and ill that tittie the House is to learn all it is intended it should know about the repeal. revision. and aniildhnul of nearly all the laws affecting immigration ill aldition to the new iatter which has beent injected into the bill ill conference. without regard to either the Senate or the House. If the majority is satisfied to do business this why. hilwever. there is nio "alternative but to submit until the people lat large inore thoroughly understand the sunlttuary methods of propulsion and suppression that are possible under the rules of the House. If in the past. under any system of rules. there has been any just cause for grievance oi the part of those who constitute a deliberative body. the action of today does inot fall far short of the high record mark il the :itinals of parliamentary gagging.
