I believe. other countrieshave a system under which every citizen is supplied with a document which he must show on demand. If he has ever been convicted of an offense the fact is entered on that document. When the Immigration Commission was abroad it was pointed out to them that it would be very wise to put into our law a provision of this sort which we are discussing. In order to exclude criminals. it was suggested that we should ordain that when an immigrant comes here who is a citizen of any country which issues these certificates of character and penal certificates. we should say to him. "Now. sir. show us that paper which your Government requires you to possess. If that paper shows that youare a criminal. then you can not come in. If there are no convictions against you. we judge that you are no criminal.
