Mr. Spealer. it seems to tae to be a vcry bad and dangerous ptractice to place in the hands of six conferees the power to write legislation that has never been considered in the House. We are confronted in this instance with a bill. the print of which in italics in the report covers 24 pagestle bill itself covering some 60 pagesand being a bill which practically revises ill tie immigration ttd naturalization laws of the United States. The House has not considered any phase of this legislation ts it now coies i) to us except the illiteracy test. which we discussed here itt a separtate hill several weeks ago. It seems to me ihis kind of legislation ought to originate in the House. and the House ottght surely to have the right to discuss the change of laws affeetliog iimigraltioll.
