Among the negro laborers of the South in the year 1910. 33 per cent were illiterate. They are the nen who d the rough. unskilled work that no one else can or will do in that section of the country. Many of the illiterate whites who come to these shores under our present immigration laws are the unskilled laborers who work in our minues and who lay railroad tracks across the prairies and the plains under the burning rays of the sumer sun in the Northern States. The American will not do it. and the second generation of the foreign inmaigrant will not lon it. It is this foreign element. this illiterate foreign element. that does this class of work not alone in our own country. but in Germany. in England. and in the progressive industrial nations of the world.
