Gentlemen. especially the gentleman from Pennsylvnia. have referred to the fact that this bill does not keep out the Black IHand. This bill does not enlarge or liberalize the law against the Black Hand. We have laws now by which it is sought to keep out that class of immigrants. and if they are not sufficient the gentleman from Pennsylvania. who has been on the Commflittee on Immigration for a long time. could certainly have introduced and had reported some bill for that purpose if he had wanted to strengthen that law. Thtt is always the dodge that is taken whet the literacy test is upthat it does not keep out the Black Hasid. Well. Mr.
