Education is a matter of opportunity. it is also a matter of environment. The Itussian Government positively refuses higher education to many of its citizens. It is a surprising thing to me that many of the Members of this Ilouse who favor this legislation cotne from rural di.-ricts. and the statistics of the Bureau of time Census for 1910 show absolutely that there is 10.2 per cent of illiteracy in the rural districts in this country as against 5.1 per cent of illiteracy in the uran centers of the country. it is evident that these illiter :e emigrants. so much objected to by Members who represent rural constituencies. usually settle il the urban centers and do not locate in the rural cottintunities. Mr. Chairman. the distinguished gentleman fron Kentucky . in speaking for his side on Saturday. said that the 10.7 per cent of illiterates among the native whites of the State of Kentucky. to which I had referred. were found largely in time eastern section of that State. and that that was the Republican section.
