Porto Rico. or Hawaii. but if any such alien. not having become a citizen of the united States. shall later arrive at any port or place of the United States on the North American Continent. the reading and writing requirement shall apply. Those are the exceptions to it. Now he comes in after a semicolon. after a full stop before it. withpersons who are not eligible to become citizens of the United States by naturalization. I would like to see any court give any other construction to this law that must be strictly construed. I would like to see an enunciation of those who should be kept out.
