The gentleman voted for the bill in its form. he helped to pass the bill in its form. and he certainly was not asking for something that was nugatory and of no benefit at all as applied to the steamship companies. and yet if they are beneficial for the steamships going across the Atlantic or Pacific. then they are certainly beneficial in requiring the boats. if they are going into Canada. to make up the manifestif the law is enforced. If the law is not enforced. then they are not. I doubt if any of the immigration laws as enforced by the present Secretary of Commerce and Labor are of much benefit. -as he seems to try to nullify instead of enforcing them.
