It is of sufficient size to form an asylum in case of an emergency for all the civil officers and military oflicers and men on the island. but in order to make that of any benefit whatever as an asylum for this force of officers. it is necessary to erect buildings for the storing of supplies. This appropriation has absolutely nothing to do with any part of the fortifications. It is for the storing of quartermaster supplies. medical supplies. and subsistence supplies. and providing for the maintenance of a large number of refugees. if it should become necessary to send them there. for at least four to six months. And it seems to me that in view of what we are doing at that island. this is a very important item. I do not see how it can be subject to a point of order. because it is a part of the work that is going on all the time. of putting up buildings in connection with the troops. that are entirely independent of the coastdefense part.
