Whether his efforts will prevail or not we do not know. There is. however. one fact of great significance which we can not escape. The Japanese Government will not consent to a treaty providing for exclusion. If therefore the measures taken by their own Government to prevent Japanese coolies from coming here should not prove effective. then nothing will be left but passage by Congress of an exclusion act. Such an act would be demanded by a public sentiment so overwhelming that it could not be resented. Everyone knows that passage by the country of an exclusion law would be considered an act of unfriendliness by the Japanese Government.
