I. The difficulties and complications attending the decennial enumeration of the population of the United States are increasing so rapidly that it has become imperative to simplify and reduce the range of the inquiries. We have now to deal vith a population of whom 15 per cent are foreign born. speaking some twenty or more distinct languages or dialects. It is impossible to secure 65.000 enumerators who can satisfactorily handle the population and agricultural schedules within the time limit allowed. with the necessary accuracy. and at a reasonable cost for the work. much less if they are required to handle. in addition. six or eight special schedules. With respect to the enumeration of the special classes. it has been found to be impracticable. as a matter of repeated census experience. to attempt to gather information of this character through the ordinary census enumerators. and the futility of such effort was again very forcibly demonstrated at the last census. taken In June. 1900.
