No. because of the last few words. they are not courts of unlimited jurisdiction. and for that reason they would be excluded under the provisions of this bill. Now. I apprehend that there would be some difficulty in enforcing the law as I seek to amend it. and yet I believe that the hardships which will follow in enforcing the law will be greater than those which would follow if the law is amended. I knuw that there are courts in othei States in the Union of the same class of which I speak which are perhaps not so. com petent to discharge the duties of naturalization courts as the courts in the State of Massachusetts. but I believe we ought not to take jurisdiction out of a class of courts that now exer cise that jurisdiction properly to the satisfaction of all the citi zens of the State and all of the political parties of the State and to the great convenience of the men who seek naturaliza tion.
