Mr. Chairman. the courts in the State of Massachusetts that I have spoken of will be excluded under the terms of this bill unless this amendment be adopted. and I fancy that there are many other Statesin which courts of the same class now exercising jurisdiction will be excluded also under the terms of this act. Under this act the only courts competent to naturalize aliens will be the supreme court of the State. the superior courts. which is our nisi prius court. and the courts of the United States. Now. the people from the western part of the State can not come to Boston conveniently. and I state positively that neither our supreme court. which is our highest court. nor the superior court. which is our nisi prius court. will ever take the time to naturalize aliens. The district. police. and municipal courts will be excluded by the provisions of the act. and the result. will be that we will not have a sufficient number of courts under this act to properly transact the business of naturalization in the State of Massachusetts.
