Mr. Chairman. I am not familiar with the constitution of the courts in all the States and Territories. but my amendment seeks to retain" jurisdiction in a class of courts in the State of Massachusetts which now exercise .jurisdiction over the subject of naturalization and which exercise it well. in fact. to the satisfaction of everybody. In our State the municipal courts of .the city of Boston and the district and police courts throughout the Commonwealth now naturalize aliens. and for the last few years they have done the bulk of that work. It has been found extremely inconvenient in practice to have men come from the western part of the State. perhaps a hundred and fifty miles. to a district court of the United States sitting in the city of Boston for the purpose of being naturalized. Therefore the district and police courts throughout the State have exercised that jurisdiction to the great convenience of those desiring to be naturalized and to the entire satisfaction of everybody concerned.
