Session #57 · 1901–03

Speech #570031335

It is not sufficient that a man who murders the President .of the United States shall be punishedand there is no doubt about the fact that whenever one does murder the President of the United States he will be punishedas he always has been in the past. But that does not meet the requirement. The requirement is to adopt measures which shall prevent the murder. It is with that view that I introduce the bill. I am heart and soul in favor of the most extreme legislation which can possibly be devised or justified for the accomplishment of that purpose. The bill to provide for the exclusion and deportation of alien anarchists was read twice by its title. and referred to the Committee on the Judiciary.
