Mr. President. I ask leave. out of order. to introduce a bill to provide for the exclusion and deportation of alien anarchists. which I shall ask to have read twice by its title and referred to the Committee on the Judiciary. Before the bill is read by its title at the desk. I desire to say that it is not original with me. It is a bill which was introduced in the Senate. I understand. by former Senator Hill. of New York. which passed the Senate. and which by a very narrow marginfailed to pass in the other House. It is the bill which was referred to by the Senator from Michigan in an article written by him and published in the North American Review of December. 1901. from which the Senator from Wisconsin read. and in which the article of Judge Aldrich appears.
