Mr. Chairman. I wish that I might have the privilege which is denied me here to read what that inaugural address said about naturalization and immigration laws. A year ago the President spoke of them. but I can not speak of them now. It would not do for me to quote the passage which startsOur naturalization and immigration laws should be further improved to the constant promotion of a safer. a better. and higher citizenship. I can not even point out the fact that we have been in session nearly a year and have not done a single thing in this direction. have not even made a serious beginning. Oh.
