I desire to state first that this is the original bill with the educational test as it passed the Senate at the last session and went to the House. It includes some modifications made in conference to meet certain objections in the Senate at that time. and the Corliss amendment affecting the passage into this country of laborers from the countries on our northern and southern boundaries has been entirely dropped. Various other schemes for a discriminating restriction of immigration have been considered by the committees charged with this subject for the last eight years. One which struck them as most favorable at the outset of their investigation was that of consular certification. We were obliged to abandon it for the reason that it would not be permitted in the countries from which emigrants come. In other words. it was an impracticable suggestion.
