That might very often bring about this situationand I will take hut a moment to state itthat the father of a family. not able osand. thereadingtest or thewriting test. sholdcome herewith a wife who would be able to stand the test and also with children * who would be admitted under the bill. and he might very well have exhausted all of his savings in getting here. It is not difficult to imagine that he came without the slightest misgiving as to his being permitted to enter. and therefore without fault.
