I do not mean to say they would not do some good and effective work. I think they would. I think also that they would probably in practice be allowed to inspect the immigrants and to send out a great deal of valuable information such as the Senator from New York has described. but I think it is distinctly an inferior method to that proposed in the bill as passed by the other House. I should like very much to see that bill become a law. I recognize that the opposition of the Administration to consular inspection has rendered the passing of the House provision in any form very difficult. but I think that itisatleastdue tothe House which passed the bill by a unanimous vote that a portion of the bill should go back at least into conference. so that the other House should have an opportunity of deciding further with us upon the fate of its own measure.
