I understand. to take the place of the consular inspection proposed in the bill as passed by the House. I have not the least objection to the Treasury agents. I am in favor of establishing every possible means of properly sifting the immigration now coming to this country. and there is no doubt that the present period is peculiarly favorable for such action. because the immigratioi has fallen off very largely. There is no need to go into the reasons for it now. but the fact is that the immigration has fallen off onehalf on the figures. and if we take the statements of the Immigration Commissioners about returning immigrants. it will be found that there has practically been no addition to the population of the country this year in the grand total by immigration. Therefore it is a peculiarly fortunate time to make any changes or additions to the law. The diffloulty with Treasury agents is that they have no powers at all on the other side of the water. The Senator from New York says they will examine the manifests. that they will go on the ships and examine the immigrants. That is purely a permissive right. They go there if the owner of the ship allows them to go and look at the manifest.
