The bill as first introduced in the House of Representatives by a gentleman from Pennsylvania -it was the first section of this bill which is now eliminatedprovided for the inspection of immigrants by consuls abroad. and that was all the bill contemplated. It was referred to the Committee on Immigration of the House of Representatives.
