I was not making any unparliamentary reference. I was proceeding to give the history of this bill. and I think that is perfectly proper. The bill. as I said. was introduced by a Representative from Pennsylvania. and simply provided for the inspection of immigrants. That was all there was of it. in one section. The bill was referred to the Committee on Immigration. The Committee on Immigration was about to take up the bill and proceed to the consideration of it when a motion was made by Mr. STONE to discharge the committee from its further consideration. which was agreed to. and it was then referred to the Committee on the Judiciary. of which he was a member. Subsequently. when bills of this character were being called up in the House of Representatives and when the House was depleted. when. as I understand. a large number of its members were here in the Senate Chamber-
