Criticism of the PanettaMorrison amendment by some groups in the United States is. in my opinion. based on the misconception that it is simply a return to the old Bracero Program of the 1950s. These objections are not based on fact. Without the PanettaMorrison amendment. this immigration legislation. with its employment disincentives. will mean American farmers will not have the labor force to harvest their crops and that Mexican citizens will not have the employment opportunities to enter the United States. earn money and return to their homes in Mexico. For these reasons. I believe the PanettaMorrison amendment is important to provide a solution to our countries mutual economic needs and to further an effective foreign policy.
