Mr. Chairman. when President de la Madrid stood here before us. one of the things he said was. and I quote: In particular. I would like to refer to the problem of undocumented workers. My country is convinced that temporary immigrants who work in the United States make a significant contribution to the development of border States and. therefore. to the prosperity of the overall American economy. Mexico has an ongoing interest in the full respect for their human and labor rights. I commend and wholeheartedly agree with President de la Madrids public recognition of the importance of the temporary workers to the prosperity and economic wellbeing of the border States of our two nations.
