I would like to take a few minutes to point out that this amendment is also critically important to the foreign policy of this Nation. I am sure that most of us would agree that there is nothing of greater concern to this country at this time than developing and maintaining an effective policy toward Mexico. The economic challenges currently facing Mexico are of particular concern. In his recent visit to this country. President de la Madrid addressed this problem and the need for cooperative solutions. He also addressed the problems of immigration. In his address several weeks ago to a joint session of this Congress. President de la Madrid expressed the following:
