Workers would be allowed to remain in the United States for not more than 11 months. It also provides incentives for the worker to leave the country at the specified time by requiring that amounts equal to the Social Security and unemployment insurance contributions which would be required of U.S. workers be deposited into an account on behalf of the foreign worker to be provided to that worker at the time of departure. It also provides for additional monitoring of workers by the Immigration and Naturalization Service. Because of these good ideas. the amendment is a good amendment and I urge adoption of the amendment.
