Under ordinary conditions. with the natural and conservative development of our country. such as governed the settlement of our country in the march westward from the Atlantic to the Mississippi. the public domain would have furnished homes for our people for generations to come. The legislation of the last thirty years has been fatal to all this. Enormous grants of public lands to corporations. creating a motive for an artificial system of emigration. has put a heavy mortgage on this. the future. We have wasted our priceless possessions. and who shall estimate the shrinkage in the value of lands it has created between the Mississippi and the Atlantic. But. under the circumstances. it seems to me proper that this treaty should be ratified in some form or other.
