That is the very point. This modifies the homestead law so that a man who comes to this country. and who has declared his intention to become a citizen of the United States. could not take up land in Oklahoma Territory. The words "and citizens" ought to come out. and then it will leave the land to be taken up by settlers under the homestead laws of the United States. which are ample to protect the rights of everybody in that particular. If this provision is left in its present form it will cut off every person of foreign birth who has not become a fully naturalized citizen of the United States.
