While we can not be too liberal in our immigration laws. they ought to be surrounded with proper safeguards. During the discussion in this House on the contractlabor bill. I stated what was the fact. that every year thousands of masons and stonecutters *come to this country from Scotland and England with the first dawn of spring. and leave again on the first appearanceof frost in the fall. It is also a notable fact that this class of men will get employment before the honest American citizen who has come to this country to build up a home for himself and his family.
