I desire to suggest as a correction of the phraseology of the section that the word "or" should be inserted before the words "any relative or personal friend." If the section of the existing law be amended as proposed in this section of the bill it will read: Provded. That nothing in this act shall be construed as prohibiting any individual from assisting any member of his family or to emigrate from any foreign country. etc. Therefore the concluding clause of this section of the bill should provide for striking out the word "or" as well as the words "any relative or personal friend."
