I do not want to delay the passage of this bill. There are a great many things I could say in answer to what has been said by the Senator from Texas and others. It is a matter of vital importance to us. it is a question whether emigration shall cease to come to these new States. it is a question whether neighborhoods partially established shall be allowed to grow a they grow in the natural course of things or whether they shall be abandoned. because if a few men have gone into a community and no more can go it means abandonment and desolation. There never was a more wicked thing done than this if it is to be continued. Nobody anticipated when it was done that the result would be what we have seen.
