President. what has been the course of the Federal Government for many years toward the settlers in this vast region. It has recognized the fact. at least since 1841. that it could not keep pace in its land laws and its land policies with the growth and development of our frontier. Those laws could not be projected upon the frontier as rapidly as the pioneer emigrated thither. What has been the policy of this Government under those circumstances ? It has said in effect to all. although the Government was the paramount owner of the soil. that as between these men who thus went out upon its domain. it would protect their possessory rights . and it would hold inviolate what they had recognized as legitimate and proper between themselves.
