Then I should like to know on what constitutional principle it was that Congress in very early times. when our fathers who made it were expounding it by legislation. provided grants and gratuities to patriotic refugees from Nova Scotia. &c.. upon what principle it was that we provided donations for people who su ffered from an earthquake atNew Madrid by payments out of the public treasure. We paid out in those instances the public treasure that had been got in by taxation. In some instances we paid outland. which was ti common property of the people. but in other instances we made grants of money. and that money was raised by taxation. as does all the money that comes into the Treasury except for land. and that comes in as a separate item. On what principle could we constitutionally appropriate money for these objects unless we could appropriate a tax?
