They are burning with anxiety to have their waste lands occupied. and grow impatient at whatever they imagine is calculated to delay their progress in this respect. I know that is very natural. Mr. Speaker. and perhaps commendable. but in so far as that progress depends on a prodigal donation of public lands as an inducement to emigration. I think it the better part of wisdom to make haste slowly in that direction. I believe the true policy of the Government should be to preserve its lands for small holdings for many people. rather than bestow themn lavishly upon a few.
