That the sun of $147.748.74 be. and the same is hereby. appropriated. out of any moneys in the Treasury not otherw ise appropriated. to be paid to the ChineseGovernment. in consideration of the losses unhappily sustained by certain Chinese subjects by mob violence at Rock Springs. in the Territory of Wyoming. September 2. 1885. the said sum being intended for distribution among the sufferers and their legal representatives. in the discretion of the Chinese Government. Sac. 2. That the further restriction of Chinese or coolie labor immigration. if the same shall he found necessary and expedient. can be most properly accomplished by the modification of existing treaties. The amendment reported by the Committee on Foreign Affairs was read. as follows: Strike out section 2.
