Their condition has been growing worse instead of better. The lands there are no nearer settlement than they were thirtyeight years ago. The reason for this is that there is a constantly increasing stream of immigration pushing into this section of the country. which gives rise to a great demand for lands. The questions whichgrow out of this demand for lands and the rapidly increasing settlement of the lands are very complicated and embarrassing. and will become more and more difficult of solution as the years roll by. The commission appointed for the settlement of land titles in California was enabled after ibur years work to finally aud satisfactorily adjust practically all disputes to land titles in that Itate.
