As three minutes are hardly time enough to discuss this question in any of its parts. I simply desire to say this. and I say it with due respect to the Committee on Foreign Affairs. that if they had expended their time in examining the causes from which these outrages arose. if they had looked to the history of the past. they would have found as they followed the hitory of Chinese immigration. without one deviation whatsoever. that this outrage was the natural result of that immigration. and they would have addressed their attention to the curing of the evil rather than to palliating or paying for scenes like these. I have no time to go into details. and will give to my colleague the balance of my time.
