Why. Mr. President. itseems strange to me thathere in a Government founded upon the principles of the Declaration of Independencewe find this violent penal antiimmigration law. Our forefathers took up arms against the British King. and they fought him to the death and they fought him to the victory. and one of the causes thatthey submitted in justification to a civilized world was that he had obstructed immigration to these States. -I have no -professions to make. there is no necessity of professions being made. of the deepest. simplest. sincerestsympathy for human suffering everywhere. It is not simply a virtae to hold senti.ments of abhorrence torcruelty. to hold sentiments of sympathy for suffering. but. in my judgment. it is disgraceful to see suffering and not be for correcting itj it is disgraceful to have it in your power to relieve it and not exertyour best effort to do so. This requires no assertion. it is a fact that no respectable man and no respectable nation will attempt to deny.
