In sections 3 and 4 1 find two provisions to which I would respectfully call the attention of the Senator from Maine who is apparently about to leave the Chamber. He has been one of the most intelligent and one of the most persistent and useful members of this body or of Congress in the effort to restore American shipping. to assist this commercial marine of which we were once so proud. and which today we all desire so much to resuscitate. Let me ask him whatistobe the condition of any ship or of any shipmaster under section 4. which provides: That the master of any vessel who shall knowingly bring within the United Stateson any such vessel. and land. or permit to be landed. from any foreign port or place. any alien laborer. mechanic. or artisan who. previou. to embarkation on such vessel. had entered into contract or agreement. parol or special. express or implied. to perform labor or service in the United States. shall be deemed guilty of a misdemeanor. and. on conviction thereof. shall be punished byafine of not more than -300 for eachand everysuch alienlaborer. mechanic. or artisan so brought as aforesaid. and mayalso be imprisoned for a term not exceeding six months. And then turning to section 3. you will find a provision for suits for penalties which may be expressly brought by any foreigner who is a party to the contract. onehalf the amount to be paid to the person bringing the suit to recover the same and the other half to go into the Treasury. There is no limitation as to the time within which this party had made this agreement to perform labor in the United States. whether six months before or six days before or six years before.
