Speech #480118952

As I said substantially in my first remarks. they attempt to introduce a peasantry. a class of peons. a degraded class. to be considered as permanently belonging as the basis of society underneath thosewho may rule and govern the land. I would repress those evils. I would forbid them by all reasonable legislation. At the same time I would be very careful not to interfere with honest immigration. I would be very careful not to affix the brand of crime to deeds that are not only naturally right but exceedingly commendable. and that is what I fear this bill may do. I have specified the class of deeds that under this bill maybe fined heavily. fined a thousand dollars. and which of themselves actually reflect great credit upon the men committing the deeds.
