I wish to ask this question. because of the colloquy with the gentleman from Indiana yesterday. in which it was stated that my friend from California [Mr. PAGEJ would. when he took the floor. explainthe provision of the bill to which reference was then made. Now. at any time that is agreeable to the gentleman. I would like him to tell the House whether this bill is intended to apply to "coolies" only. or whether it covers all laborers. I suppose there is a distinction here. and a very broad one. which I hope the gentleman will make plain. The basis of the argument of the gentlemanfrom Indiana seemed to be that he was in favor of the bill because it would exclude coolies alone.
