When the treaty was made with the Chinese Government the word "laborer" was used because in that country "cooly" me..us a lay laborer. Hence the word "laborer" was intended to app:y to that crass of immigrants who come here as laborers of all kinds. whether skilled or unsiclled. In the House bill this provision was left out. because the word "laborer" in the very language of the treaty is broad enough to cover all that the friends of the measure desire to cover. And this clause was not in the original draft of the Senate bill as introduced and advocated by my colleague.
