Mr. President. my application in this behalf was made because I have at this moment in my hand a telegraphic dispatch from a charitable and prominent citizen of the city of New York stating that thirty packages of clothing for Kansas refugees. given by friends in England and brought here free. have been received. He then refers to this bill which has passed the House. and asks whether it cannot be expedited on its passage here. That is the bill and that is the occasion of which the honorable Senator from Ohio the senior Senator has felt moved to make the observations which have fallen from him.
