Slaveholders were going in there in large numbers and occupying the richest lands of the country. Asainatter of course the small proprietors in the eastern Southern States were not willing to sell their homes and go West and the young men who wore rising up in society were not willing to take their wives and household goods and march into the wilderness and settle up that country unless they had some encouragement from the Congress of the Unitel States.
